加密貨幣的應用場景

募款與捐贈

戰爭爆發後，烏克蘭政府迅速利用加密貨幣的速度和去中心化特性籌集資金161718。政府公開徵集加密貨幣捐款，接受包括比特幣、以太幣、Tether 等多種加密貨幣19202122232425。截至 2022 年 3 月，烏克蘭政府聲稱已收到近 1 億美元的加密貨幣捐款25。這些資金被用於購買防彈背心、頭盔、排雷設備、無人機等軍事物資和人道救援物資3262527。除了直接捐款，烏克蘭政府和外部組織還透過鑄造和銷售 NFT 來籌集資金，例如一枚烏克蘭國旗 NFT 以 650 萬美元的以太幣售出328。與傳統金融渠道相比，加密貨幣捐款能讓基輔即時獲得資金25。

根據 2022 年 1 月 Gradus Research 的調查，超過半數 (55.9%) 的烏克蘭受訪者表示了解加密貨幣的概念，5.1% 的人曾親自進行過加密貨幣或區塊鏈交易404142。18-24 歲的烏克蘭年輕人中，有五分之一 (20.7%) 曾至少購買或出售過一次加密貨幣，或參與過首次代幣發行 (ICO)404142。TripleA 的數據顯示，2021 年有 12.73% 的烏克蘭人擁有加密貨幣，而全球平均水平為 3.9%404142。Statista 預計到 2026 年，烏克蘭加密貨幣市場的用戶數量將達到 358 萬4445。超過 600 萬烏克蘭人參與加密貨幣相關活動4647。

烏克蘭議會正準備審議一項基於歐洲 MiCA 標準的加密貨幣合法化法案，目標是為烏克蘭的虛擬資產創建一個透明的市場505152。立法者期望虛擬資產市場的啟動能為國家帶來額外的預算收入並保護投資者505152。該法案的初讀預計在 2025 年第一季度進行，並計劃在年底前全面通過53515452。據數位轉型部估計，加密貨幣行業的潛在預算收入每年可達約 220 億烏克蘭格里夫納505152。
